Transforming Intent into Action: AMAH's Cultural Safety Strategy (2026)

In a powerful gathering at the Victorian Pride Centre, the Alfred Mental and Addiction Health (AMAH) team unveiled their Cultural Safety, Equity, and Access (CSEA) Strategic Direction for 2026-2028. This initiative, rooted in cultural humility, is a direct response to the Royal Commission's recommendations, aiming to transform the mental health landscape in Victoria.

What makes this strategic direction unique is its focus on cultural humility rather than cultural competence. Erin Joyce, AMAH Senior Lead for CSEA, highlights the misconception that cultural competence is an unrealistic expectation, placing unnecessary pressure on staff. Instead, the strategy emphasizes the importance of cultivating curiosity and receptiveness among healthcare workers, positioning them as learners in understanding the diverse needs of consumers.

Taff Ruvaro, AMAH Cultural Safety Advisor, further emphasizes that cultural humility is about listening and adding to one's understanding of consumer needs. This approach, Taff argues, is pivotal in building trust, safety, and connection, which are fundamental to recovery.

The AMAH CSEA Strategic Direction is structured around four strategic pillars, each with clear objectives, rationales, measures of success, and accountable leads. These pillars provide a focused roadmap for decision-making and progress across the Alfred Mental and Addiction Health system.

Speaking at the launch, A/Prof Simon Stafrace, Program Director, underscored the significance of AMAH's commitment to equitable and culturally responsive mental health services. He emphasized that cultural safety, equity, and access are not peripheral concerns but core business, requiring a systemic approach.
